The Bid and Framework Manager is a critical part of FourNet’s continued Business Development strategy. In this role, you will lead the proposal development process, manage all aspects of proposal development, and effectively work across the organisation to obtain information and content needed to deliver a compelling and compliant proposal.

The primary Bid Management functions you will provide are proposal management and bid strategy. In this role, you will be a mid-level individual contributor, leading without authority and acting independently, but relying heavily on others to deliver. The ideal candidate will possess good judgment and business knowledge.

The second element of the role is managing both the existing Frameworks we are on and advising on additional Frameworks which will enhance FourNet’s market positioning.

Main responsibilities

  1. Working closely within Bid Management Team, the Sales Director & Account Management team to identify new business opportunities & share for review.
  2. Once an opportunity is agreed ‘Bid’ to set up bid folder within the agreed working area.  To maintain and update this area and ensure the Bid Team are fully aware of all required response documents.
  3. On agreed bids create a roles & responsibilities document to assign to the FourNet team responding.  If necessary involving extracting questions from online portals when a single document is not provided.
  4. On agreed bids arrange and execute a bid kick off call to introduce all identified on the roles & responsibilities to the bid and its specific details.
  5. Collaborate closely with the Bid Team, to produce high quality responses to the agreed time frames.
  6. Capture FourNet Bid Team clarification questions and manage via portals and consultants to obtain responses and share these with the Bid Team.
  7. Ensure each bid is quality reviewed prior to submission, either via the Bid Team or via peer checks.
  8. Perform submission of the bid response within portals or directly with consultants/customers as per bid specifics.
  9. Working with bid co-ordination analyse and assess reasons for awards and losses. Undertaking research into competitors, their solutions, and approaches.
  10. Guide & support FourNet Management in identifying new beneficial frameworks on which to enrol.  To manage the application process for new frameworks utilising the Bid Team and any applicable FourNet resources.
  11. Identify trends with industry sectors which demonstrate gaps in FourNet’s certification, accreditations and product portfolio, feeding this back to the Senior Leadership Team for analysis.
  12. Maintain all specified FourNet supplier requirements within FourNet frameworks. Including, but not limited to management reports, framework agreement compliance by providing required ongoing evidence (insurances, certificates/accreditations).

Person Specification

Technical Profile

  • Significant demonstrable experience in Bid Management.
  • Significant demonstrable experience in Framework Management.
  • Expertise of the tender process, particularly relating to public sector procurement.
  • High standard of written English.
  • Strong commercial awareness.
  • Exceptional attention to detail.
  • Good MS Excel skills.
